9/11 was Bill Clinton's fault ? or not?

The US had many clues, many incidents, much information, and became very careless with the information they had. Never in a million years did they think 9/11 would occur. You cant blame Bill Clinton for the failures of our government agencies that are supposed to be protecting this country. They had all the information and dismissed it.
