Is he testing me?? Should I take the first step?

I fell in love with this guy 3 yrs ago. We used to work together. He moved to another country 2 yrs ago. I found him online nearly a yr ago and we chatted. It came up that I was going for hols near the place he lives! We met after 2yrs of not seeing each other since I quitted the job. We spent a lovely day together and ended up sleeping together...He invited me over to come over to his place for a few days. I booked a ticket but then I didnt go..After 3 mnths he invited me over again. But I said I couldnt..The reason why is coz when we were working together 3 yrs ago he asked me out but it didnt work out as there was an obsessed girl chasing him and they eventually got together. However when he moved to another country while still being with her, she blew him off and he was still hurt, I didnt wanna be a rebound. Its been 8mnths and we met again during xmas, he stayed at mine place, missed his flight, had to go another day. He said I could save the time he wasted on that other girl and he really liked me but i didnt seem to be interested. He also asked what I want from this but I was shocked that he was so straightforward that I actually didnt say anything. I had a great time with him but then he said Im like his female eqivalent insecure, afraid to get attached and then get hurt on the other hand he makes dirty jokes on chat, which also may indicate he just wanted to get laid. Anyway he texted me, emailed me after he came bck to the place where he lives and now its been a week since I heard from him
