Appropriate winter gear for Quebec City in January?

I'm going to Quebec for a long weekend in January, and I'll be spending a lot of time doing outside activities. What winter gear would be considered sufficient? I have a lot of things that are rated for temperatures far below the average temp. there in Jan., but many of them are fleece, and my dad insists that fleece isn't warm enough. What types of clothing should I look for?
