How come People outside of an earthquake zone like CA,WA, OR, AK, Say that HAARP causes Quakes?

I always hear about HAARP right after a major quake like 6.5 Eureka quake orthe 2008 7.7-7.9 China Quake or the 2009 7.9 Indonesia. or even as far back as 1989 Loma Prieta was caused by Quakes . I even heard of HAARP in the 2005 Hurricane Katrina. or the 2009 Typhiin Ondoy in the Philippines. I thought forces in the Earth Crust cause quakes or Atmospheric pressure cause Typhoons. Why do Doomday cult leaders always thrown in HAARP in their predictions for disasters. and say God did this because they went against Doomsday Leader's predictions
